           <title>Hopewell High School Band Student Wins $10,000</title>

               <![CDATA[Hopewell High School senior, William “BJ” Claiborne, auditioned and won a $10,000 music scholarship at the Tri-County Band Festival in Greensville County High School in Emporia, Virginia over the weekend. 
 
“Just before I auditioned he (Mr. Pierce) said to me, ‘You have never failed me,’ and I told him, ‘I am not going to start now,’ so when I found out I won, my jaw just dropped,” smiled Claiborne. “It was like the weight of the world was lifted off my shoulders.” The scholarship is for tuition at the prestigious Bethune-Cookman University in Daytona Beach, Florida.
 
“This is not a program that takes just anyone,” explained Hopewell High School’s Director of Bands Andre’s Pierce. “They take only top notch talent and he met the challenge.”
 
The school’s jazz and concert bands performed in concert on Saturday, after only spending 2 days rehearsing the music, with collegiate band directors from Lincoln, Bethune-Cookman, Norfolk State, and Virginia State Universities. 
 
“This was a workshop for jazz and concert bands,” said Pierce. “I knew this was a unique experience for students in Hopewell. I cannot say how proud I am.”
 
This is not the group’s first award this school year. The band took home several first place trophies at the Mid-Atlantic Regional High Stepping Competition in Washington DC in mid October. 
 
The group has several other competitions lined up for the remainder of the year, including the Music in the Parks competition at Kings Dominion at the end of May.]]>

           <title>School Board Update: Regular April Meeting</title>

               <![CDATA[The Hopewell City School Board met on Thursday, April 11th. The meeting began with an early session that started at 5:30pm and was followed by the 7:30pm regular session. 
 
Two very important topics were discussed at the early meeting. The first was how the division will incorporate 20 minutes of extra instructional time into each school day next year. A detailed plan was presented as followed-up to last month’s general discussion of the topic. The second main topic was the adoption of new science textbooks for next year. The division is studying the feasibility of using electronic textbooks for all of our elementary school students. Our middle and high school students will be getting new traditional text books as well.
 
The early meeting concluded and the Board went into closed session to discuss matters of division personnel. 
 
The 7:30pm Regular Session started with a special recognition of student artists who worked on the Historic Hopewell Foundation coloring book project. Mrs. Ann Williams and Mrs. Jan Butterworth, Supervisor of Language Arts, Foreign Language and History, showed the school board members the book and introduced many of the students who worked on the project.
 
Ms. Patricia Lobo, Head Start Director for Woodlawn Learning Center, then detailed to the School Board the Head Start Transition Plan for 2012-2013. This plan helps our 4 year old students successfully transition from the learning center into kindergarten classes. The program focuses on heavy involvement of our parents.
 
Dr. Kim Evans, Assistant Superintendent for Instruction, and Dr. Rodney Berry, Principal of Hopewell High School, next talked on the topic of the School Improvement Grant. The high school is working on ways to continue forward momentum after the grant funds are no longer available.
 
Several other reports were also given to the Hopewell City School Board including the Dr. Fahey’s Superintendent Report, as well as the Finance, Maintenance and Clerk’s reports.

           <title>School Board Update: Regular March Meeting</title>

               <![CDATA[The Hopewell City School Board met for the monthly March meeting on Thursday the 14th. School Board meetings are normally split into two parts. The early session begins at 5:30pm and the regular session at 7:30pm. 
 
The early session centered around two topics this month: next year’s School Calendar and a discussion of the Superintendents proposed FY2014 Budget. The school year will be extended to 180 days and will start on Tuesday, September 3rd. Thanksgiving break will consist of two days next year and graduation will again be scheduled on Saturday morning. Next, Mr. Ray Watson, Assistant Superintendent for Administration, spoke to the Board about the proposed Superintendent’s FY2014 Budget. The $49 million dollar budget requests from the City Council an additional $239,000 dollars in funding that will allow for an average of 2% raise for all employees. 
 
The 7:30pm Regular Session began with the presentation of several special awards by the School Board. The Hopewell City Public Schools’ Division Spelling Bee winner and runner up, as well as teachers that had a 100% pass rates on their students SOL tests were also honored.
 
Dr. Kim Evans, Assistant Superintendent for Instruction, then presented the Board with a proposal on extending the school day to include twenty extra minutes of instruction. The principals also spoke in favor of the plan and how the extra time would be beneficial to our students.
 
Mr. Watson gave his Finance, Maintenance, and Clerk’s reports and Superintendent, Dr. John Fahey, spoke to the Board about events that are happening in our various schools in his Superintendents Report. 
 
This recap of the March School Board meeting only scratches the surface of what was covered that night.            <title>Retirement Health Insurance Benefit Plan is Offered Again This Year</title>

               <![CDATA[Thursday, March 14, 2013, the Hopewell City School Board approved the attached Retirement Health Insurance Benefit Plan. In order to participate in this plan, you must meet the Conditions of Eligibility as listed below. If you decide to take advantage of this opportunity, you must contact Mrs. Wendy Craft and come to the Personnel Office prior to June 1, 2013 in order to complete the appropriate paperwork.
 
After you have an opportunity to read the attached plan, please feel free to contact Mel Bage with any questions.
 
 This is a retirement incentive offered due to a reduction in the School Board budget to assist in the reduction of the total cost of compensation. 
 
 Eligible employees are those who are eligible for full service retirement under the Virginia Retirement System (50 years of age, with 30 years of compensable service) and have been employed by HCPS for a minimum of the ten consecutive years prior to the effective date. Employees who are already eligible for Medicare coverage, who may be eligible for full VRS retirement, shall not be eligible to participate. 
 
 Employees must submit an application to participate by June 1, 2013. 
 
 Eligible employees will receive the incentive by monthly payment of the single health insurance premium to the vendor for a period of one to two years up to the month that the employee becomes eligible for Medicare coverage. 
 
	Eligible employees will also be required to perform 15 days of work service for each year that the retirement incentive is received. The method of work service will be determined by the Plan Administrator and may include work as a substitute teacher, a substitute administrative assistant, a substitute administrator, a testing proctor, or other as determined by the Plan Administrator. The type of work service should be commensurate with the professional qualifications at the time of retirement.
