Strategic planning is a community process, firmly rooted in the ideal that great schools make great communities. Gaston-Shaffer will facilitate a community process of participation, bringing together all interests and groups within the county to share their vision of the characteristics of a 21st century HCPS learner. Citizen stakeholder participation creates ownership in the strategic plan and makes the plan stronger by building consensus and shared vision. It also offers every stakeholder a chance to invest in the plan’s success.
Gaston-Shaffer LLC will facilitate the planning process using the following methods:

A review and reflection on important school division data, including previous strategic plans, budgets, survey data, student enrollment, school performance data, and all state and federal plans and programs

The formation of a community stakeholder Steering Committee that will guide and directly participate in the development of the new strategic plan

Focus group discussions with students, parents, community and business leaders, faculty/staff, administrative leadership, and school board members

Community surveys completed by parents, students, teachers/staff, and community/business leaders for feedback and authentic input

Development of performance indicators to track progress on strategic plan goals and objectives
